An issue was discovered in the "Ultimate Addons for Elementor" plugin before 1.24.2 for WordPress, as exploited in the wild in May 2020 in conjunction with CVE-2020-13126. Unauthenticated attackers can create users with the Subscriber role even if registration is disabled.

Even with registration disabled, an unauthenticated attacker can force the creation of a Subscriber-role account through this Ultimate Addons for Elementor flaw. On its own a Subscriber is low-privilege, but the account is the point: it's a foothold inside the WordPress install that shouldn't exist.
The advisory itself tells the real story, this was exploited in the wild in May 2020 in conjunction with CVE-2020-13126. That pairing is the whole threat model: the account this bug creates becomes the authenticated context the companion vulnerability needs. Attackers ran this as a chain against reachable WordPress sites, so treating either half in isolation understates it.
