An attacker slips shell metacharacters into the toLogin2FA action of the DrayTek Vigor2960's mainfunction.cgi and gets command execution on the router. The vector lists low privilege rather than none, so nominally some authentication is needed, but the target is an edge networking device.

DrayTek gear has a long history of being hammered by botnets, and the practical reality of edge devices is that the low-privilege bar is often trivially cleared with default or weak credentials. Command execution on a router is a pivot into the whole network behind it, which is exactly why these devices attract automated exploitation.

Our emphasis is exposure of the management interface and firmware currency. We locate which Vigor2960 units are reachable, confirm the firmware version, and weigh the PR:L requirement realistically, noting that unchanged default credentials effectively erase it.
