A missing permission check in Android's NetworkPolicyManagerService lets a local app retrieve a trackable identifier it shouldn't be able to read. No user interaction is needed, but the reach is local and the impact is confined to information disclosure, specifically a privacy-relevant identifier.

This is a low-severity, privacy-flavored issue. The concern is an on-device app obtaining a stable identifier usable for tracking, not an attacker gaining control or exfiltrating broad data. It's a boundary violation worth closing, but not one that opens the device up.

We rank it down accordingly and fold it into mobile patch-level management across the affected Android 9, 10, and 11 builds. The framing we use is privacy hygiene, ensuring apps can't quietly harvest a trackable ID, rather than a security incident.
